Developing a System of Program Accountability under the John H. Chafee Foster Care Independence Program
As a subcontractor to Westat, Inc., JBA supported the Children's Bureau to develop a system of program accountability under the John H. Chafee Foster Care Independence Program, an initiative that provides services to support older adolescents who are about to age out of the foster care system. Through this program, states are provided with flexible funding to assist children likely to remain in foster care until 18 years of age. States use the funds to provide services that support older adolescents' efforts to transition successfully to self-sufficiency. Former foster care recipients between ages 18 and 21 also are eligible to receive these services. The goal of the project was to develop outcomes and performance measures to assess the effectiveness of the Chafee Foster Care Independence Program.
