Head Start-Child Care Initiative Project
The goal of the Head Start-Child Care Initiative was to promote the development of high quality early childhood programs and support parents' needs for education, training and employment. JBA was awarded a contract from the Office of Head Start to conduct an exploratory study of current Federal requirements that affect local Head Start-child care partnerships, including policies and regulations governing fiscal management, cost allocation, monitoring, and auditing practices. JBA examined these existing policies and whether they hindered or complicated efforts by local early childhood agencies to share resources and work together. JBA also identified the types of changes and improvements in Federal policies and practices that could assist local programs in providing higher quality services to support parents' needs for education, training and employment.
