Evaluability Assessment of Family Preservation Programs
For this evaluability assessment, JBA conducted site visits and held discussions with Federal, state and local level policymakers and program managers to identify areas of agreement and disagreement on measurable goals and objectives. JBA staff also held discussions with county and city representatives responsible for identifying and implementing community-specific modifications to these preservation programs. In addition, JBA staff interviewed child welfare and family preservation caseworkers. In another phase of this project, JBA developed models for measuring program performance and integrated and summarized the information collected. A rigorous evaluation design was then developed with several design options for structuring a national evaluation of family preservation programs.
