National Evaluation of the Center for Mental Health Services' Elimination of Barriers to Treatment/Anti-Discrimination/Stigma Initiative (EBI)
This evaluation examined EBI processes and immediate results, as well as implications for national dissemination and replication of tools and practices. Formative evaluation methods were employed, including secondary analysis of monitoring data on public service announcement (PSA) distribution and placement, Web site utilization, printed materials distribution and case studies that documented EBI implementation in the pilot States. Following the sequence of EBI implementation, the evaluation first focused on process outputs, such as the development and distribution of PSAs, training curricula and other anti-stigma tools. Next, media organizations' placements of PSAs, states' conduct of training events, visits to the national English and Spanish language Web sites and other short-term outcomes were addressed. Audience "reach" (the number of times EBI PSAs were seen, heard, or read) and changes in knowledge and attitudes associated with attending education and business sector training sessions were the mid-term outcomes of interest.
