National Survey of Current and Former Foster Parents
For this national survey, identified a representative sample utilizing criteria such as program size, degree of urbanicity, unemployment rate and foster family payment rates. JBA also constructed a stratified sample of foster parents based on their year of certification as foster parents. A mail survey was then conducted using this stratified random sample of current foster parents, as well as with a random sample of former foster parents. Telephone follow-up procedures were used to increase the response rate to 80 percent. In-depth interviews with administrators, recruiters, and trainers from public and private agencies were also conducted.
