Technical Assistance on Program Evaluation for Children's Bureau Discretionary Grantees
For this contract to provide technical assistance (TA) on program evaluation, JBA works with over 100 child welfare grantees each year to assist them with their local evaluations. JBA staff provide direct individualized TA through site visits to assist grantee staff and local evaluators in ensuring that a logic model, evaluation plan and data collection system are in place. JBA also troubleshoots when projects experience difficulties with data collection or analysis provides guidance on reporting findings in semi-annual reports and helps to identify possible sources of data for the local evaluations. JBA also reviews grantees' final reports and prepares evaluation briefing summaries for each grantee cluster. These briefing summaries are used to inform the Federal Project Officer of the key findings and lessons learned through the grantees' evaluations, including an assessment of the quality of the evaluations that were implemented.
