National Survey of Current and Former Foster Parents
The purpose of this nationally representative survey, conducted for the Administration on Children, Youth and Families (ACYF), was to examine foster parent recruitment, retention, supervision, reimbursement, and training in a representative sample of 16 counties. Progress and changes since 1980 were addressed with a focus on how recruitment and retention were influenced by contextual factors such as child welfare agency characteristics, policies, practices, and the interaction of these factors. The evaluation identified the extent to which agency policies and practices changed foster parent roles and examined ways in which Federal policy can facilitate the implementation of effective practices in recruitment and retention of foster parents.
