Changing complex service systems is challenging but offers tremendous promise.

Child welfare systems that improve how they operate can transform the lives of the children and families they serve. To be successful, change efforts must be coordinated, data driven, and tailored to the characteristics and needs of the system.

JBA works alongside agency staff to build their capacity to understand and optimize their activities and programs. Our approach combines expertise, tools, peer learning, and coaching and responds to opportunities and underlying barriers rather than just identifying problems. We focus on implementation drivers—processes that propel improved competencies, committed leadership, and supportive organizational environments that welcome and sustain change. From meeting federal standards to testing innovations to implementing evidence-based practices across systems with fidelity, we support reform at the local, state, and tribal levels.
