When the Children’s Bureau considered how best to deliver training and technical assistance to child welfare agencies, it expected providers to work together to blend topical expertise with implementation knowledge.

A mixed-methods cross-site evaluation examined the services provided by the Children’s Bureau’s expanded network of training and technical assistance centers. It also measured the impact of the services on systems change and capacity building.

This brief reviews the findings on collaboration among the centers and the quality of the coordinated services they provided. It also highlights the key strategies and advantages of the methods evaluators used to assess collaboration.
