Title IV-E waivers awarded by the Children’s Bureau beginning in the 1990s allowed jurisdictions to test approaches to reforming child welfare and improving child safety, permanency, and well-being.

This report examines the implementation, outcomes, and legacy of the waiver program. The profiles and summary table describe waiver demonstration projects that were active between 2012 and 2019, including their programmatic goals, service interventions, and evaluation designs.
