Project: Evaluation Technical Assistance for Title IV-E Waiver Demonstrations

Title IV-E waivers from the Children’s Bureau allowed states and other jurisdictions to test approaches to reforming child welfare. This paper explores efforts to implement and evaluate evidence-based programs as part of a waiver demonstration from 2012 to 2019.

It addresses the successes and challenges of implementing evidence-based programs; the extent to which jurisdictions maintained fidelity to the service models with child welfare populations; and findings related to child and family safety, permanency, and well-being.
