California Health and Human Services Agency

Through its Children and Youth Behavioral Health Initiative (CYBHI), California is investing more than $4 billion to improve the behavioral health and well-being of children, youth, and families. The initiative is organized into 20 workstreams designed to make services better and more accessible while strengthening support and collaboration at the systems level.

As a subcontractor to Mathematica, JBA is evaluating the CYBHI on behalf of California Health and Human Services Agency through June 2026. JBA serves as the workstream liaison to the California Department of Public Health and conducts interviews with county and state representatives to assess CYBHI implementation and outcomes.
