Maternal, Infant, and Early Childhood Home Visiting Program: Feasibility Study and Pilot of the Home Visiting Budget Assistance Tool
The Health Resources and Services Administration has developed a cost measurement instrument called the Home Visiting Budget Assistance Tool (HV-BAT). The tool provides a standardized way for awardees of the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program to collect and report data on the costs of providing home visiting services.
This project examined the feasibility of implementing the HV-BAT in one state and the utility of the tool as a resource to support program planning and monitoring. Based on lessons learned during pilot testing, the project developed a user guide to help MIECHV awardees and local implementing agencies understand how they can use the HV-BAT to help—
- Monitor program operations
- Develop budgets and estimate the financial impact of expanding services
- Conduct economic evaluations
- Inform alternative funding strategies
